About this Unit:
The BHA is a permanent entity that is responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
Summary Of Job Duties
Strategic Human Resources Management
- Plans, directs, and supervises all activities relating to Human Resources, including but not limited to, workforce strategies, employee benefits, employee and labor relations, employee engagement, and employee retention.
- Develop, implement, and control programs in a manner that ensures cost effectiveness, market competitiveness, and internal equity among employees.
- Provide leadership to team members ensuring the provision of high-quality policies and procedures are produced and delivered.
- Establishes procedures, standards, and expectations and monitors performance; fosters culture of accountability.
- Ensures all teams follow processes consistently across the Administration and teams.
- Develop, evaluate, maintain, and update/control BHA guidelines, policies, and procedures in conjunction with all HR functions as well as working closely with Payroll and CDHS support functions.
- O versees and is responsible for achieving BHA’s Wildly Important Goals related to developing organizational infrastructure.
- Manages projects and ensures completion; manages deadlines and ensures questions are answered timely and accurately.
- Ensure that the work product is consistently completed within deadlines.
- Creates team goals, monitors the progress of goals, and resolves conflict.
- The position manages the performance of direct reports and addresses any performance issues appropriately and effectively.
- Position works collaboratively with leadership teams, and works to ensure open communications and that the appropriate team members are involved as needed.
- Position resolves any conflict or practices that hinder the effectiveness of HR by using conflict resolution and performance management, when necessary.
- Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could affect organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management, and employees accordingly.
- Encourage direct reports to leverage technology to make processes more streamlined and efficient and utilize metrics to measure performance and identify relevant trends.
- Represents the administration and HR functions at the Statewide Division of Human Resources Forum, working closely with Statewide HR leadership.
Organizational Development
- Develop and implement a comprehensive organizational development strategy that aligns with the agency's overall business goals and objectives.
- Partner with senior leaders and key stakeholders to identify and address organizational development needs, gaps, and opportunities.
- Design and deliver programs and initiatives that support employee development, talent management, and succession planning.
- Lead cultural transformation initiatives and foster a positive work environment that promotes collaboration, innovation, and continuous improvement.
- Develop and execute change management strategies to support organizational change initiatives, including communication plans, training programs, and employee engagement activities.
- Provide leadership coaching and development to senior leaders and managers to enhance their leadership capabilities and drive employee engagement.
- Conduct organizational assessments and diagnose organizational issues to identify areas for improvement and develop targeted interventions.
- Collaborate with HR and other cross-functional teams to ensure that organizational development initiatives are integrated with other HR programs and processes.
- Stay current with industry trends and best practices in organizational development and bring innovative ideas and solutions to drive continuous improvement.
- Ensure compliance with relevant laws, regulations, and company policies related to organizational development.
Business Consultation
- Advises executive leadership team on the formulation and administration of plans and policies for human resource activities.
- Acts as an internal consultant for analyzing and determining solutions to human resource issues.
- Ensures the BHA complies with established policies and procedures.
- Prepares and maintains internal and external reports.
- Lead the development, coordination, and determine changes for improvement of HR workflows.
- Provides interpretation of laws, rules, policies, etc.
- Understands and is proficient in all current HR competencies and best practices.
Strategic Planning And Operational Management
- Contribute to the development and implementation of the Administration’s strategic goals and objectives.
- In collaboration with the Commissioner and CFO, develop the HR budget.
- Thought partner in the development of the strategic planning process by setting forth work plans, timeframes, objectives, and measurements and identifying the individuals or teams accountable for implementing work plans.
- Oversee and lead projects that assist the administration in meeting performance goals and/or overcoming obstacles to meeting them.
- Ensure that the budget and other legislative support documents are consistently complete and prepared for review by the Office Director, OAS team, and Budget Office requirements.
- Provide data, information, analysis, and recommendations to the Commissioner regarding strategic goals, objectives, and procedures to ensure optimal effectiveness, efficiency, and service quality.
- Develop the systems and guidelines that will be used by the department, setting the standards for the HR units, providing reports to DPA per requirements, and developing a culture of accountability and efficiency.
- Oversees the implementation and coordination of personnel-related settlements and works to ensure BHA is compliant with settlement agreements, i.e. personnel files, separation coding, etc.
- Oversees the implementation and coordination of collective bargaining for the Administration. Works closely with all decision-makers in the process to ensure best practices and rules and regulations are followed.
Experience Only

administration, establishing goals and objectives, as well as developing and managing
a budget to achieve program goals and objectives

Education And Experience
A combination of related education in a field of study to include Human Resources, Business Administration, Workforce Development, Employment Law, Organizational Management or a closely related field and/or relevant experience working in a human resources department as a human resources professional equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

- Experience and/or course work in culture change and/or diversity and inclusion is preferred.
- Experience with strategic human resource programs, policy and systems development, workforce planning and management, change management, and compliance and regulatory activities.
- Experience with progressive responsibility in human resources management.
- Interpersonal skills and a team building style that promotes diversity, equity, inclusion, and collaboration-- where the contributions of subordinates and peers is acknowledged and respected.
- Apply critical thinking skills to conceptualize solutions and solve complex issues.
- Emotional intelligence to navigate and thrive in a complex political environment.
- Experience with collective bargaining or similar experience.
- SHRM certification.
Conditions of Employment:
- Frequent travel is required for Site Visits within the State of Colorado and to headquarters as needed; may be required to complete overnight travel, infrequent extended travel, or travel outside of Colorado.
- This position is designed as hybrid; employees must maintain a home office, internet, and possibly phone to complete required job duties or report to the office
