Agency Summary
The City-County Council is the legislative branch of our local government. In addition to adopting budgets, levying taxes, and authorizing financial appropriations to fund city and county operations, the council is responsible for enacting, repealing, and amending local laws. The Council appoints members to boards and commissions that serve the community, and all meetings are open to the public.
This position oversees analysis and project management of the annual City budget review and adoption process for the City-County Council. This position serves as a senior advisor to the City-County Council President. The position provides fiscal support to the Council president, committee chairs and members. This position reports directly to the Chief Administrative Officer.
Independent judgment is regularly utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies and inconveniences as well as regulatory and budgetary problems. This position carries out broad and complex assignments requiring comprehensive knowledge or the ability to obtain information in the field of specialization and of the organization to interpret and apply policies, and to provide information that supports policy and decision making.

Position Responsibilities
- Review, evaluate and analyze fiscal compliance and policies
- Oversees, monitors and manages a $3.2M budget for the Office of the City-County Council
- Analyze and the Mayor’s budget proposal.
- Monitor and understand sources and uses of local revenues
- Brief council members on historical, existing, and emerging fiscal and policy issues
- Advise the City-County Council on technical aspects of fiscal operations
- Analyze and interpret financial statements, data and reports, and clearly communicate key findings to decision-makers
- Maintain contact with others, including the City Controller and Office of Finance and Management staff, County officials, department heads, local agency contacts, attorneys, auditors, and the general public, employing perceptiveness and discretion as appropriate
- Develop and maintain effective working relationships with municipal, county, state, and federal officials and agencies to ensure compliance with laws and regulations pertinent to local fiscal management and budgeting
- Review, approve and monitor code compliance of all fiscal ordinances and monitors code compliance respecting all fiscal ordinances
- Reconcile fiscal/legal issues with General Counsel to the Council and the President of the Council
- Analyze city and county annual reports, expenditures, fund balances, fiscal impact statements and report findings to the President, Committee chairs and Councillors
- Provide advice on externally generated fiscal policies and initiatives and the fiscal or policy impact they may have on city-county government policies
- Monitor and track the progress of state legislative activity that may affect local fiscal policies and reports to the Council; attend relevant state legislative hearings and proceedings
- Evaluate economics of various initiatives and/or help procure information towards its development
- Provide research and analysis of local government fiscal and policy issues as requested by the Council President or Committee chairs
- Conduct special research and analysis on items of interest to the Council President, Committee chairs, or Councillors
- Other duties as assigned by the Chief Administrative Officer

Qualifications
Bachelor’s degree or higher in Public Administration, Business, Accounting, Economics or related field with a minimum of four (4) years of related work experience required. Experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control. Must communicate effectively, both orally and in writing, and is required to maintain confidential information. Experience in analyzing legislation and making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings. Knowledge of using standard computer software programs for word processing, spreadsheets or databases, as well as developing and analyzing public policies and monitoring fiscal impact. Must communicate effectively, both orally and in writing, and able to maintain confidential information.
Preferred Job Requirements And Qualifications
Master's Degree in Public Administration, Finance, Business Administration or equivalent, and registration as a Certified Public Accountant, Certified Internal Auditor, Certified Management Accountant, or equivalent experience. The ideal candidate will have at least five (5) years of senior-level public financial management experience specifically within the public sector for either state and/or local governments.
